Brexit - How Were The Votes Counted?

I assumed that there were two large pots for the whole nation, one for the Exit voters and another for the Remain. Now though, I've seen one source that the UK were split into 13 regions; nine for England and one each for Scotland, Northern Ireland, Wales and Gibraltar. Another source suggested that it was done city by city. For example, I was told that the first result in was Newcastle, who voted to 'Remain'. The next result was that of Sunderland who voted to leave. They may even have counted the votes by the usual 650-or-so constituents. Does anyone know for sure?
