The mail is not tracked, nor treated as 'valuable' during transit. So it can still easily be stolen. There is no special compensation.
Special Delivery (the old 'registered') post is treated as 'valuable' and is tracked throughout the delivery pipeline. The compensation is much higher and you can increase it, at a cost, still further. You also get the signature on delivery.
In my opinion SD is fairly safe to send cash. I've never lost any doing it and if you do, you can take advantage of the appropriate compensation.
You can get special plastic envelopes for Special Delivery that cannot be steamed open. I think it's even possible that money is only covered when sent in one of them.
I'd still not send any large sum though. The recorded or special sticker is a dead giveaway - probably actually safer in a plain envelope by irdinary post.
