There are more links to be found with regard to the C.A.P. being typically fraudently used to subsidise bullfighting by the EU. If you had taken the time to look for yourself this link has no mention of Boris.

I feel sorry for the whole scenario. It should certainly be stopped due to the cruelty, those things they stick in the bull's shoulder must hurt. The bull has no weapons so why should the human? Perhaps if the matador could avoid being gored for a certain amount of time without using weapons, I would be happier. Both contestants go on to live a long life (at least the bull will).
