It is a title normally given to a senior member of the cabinet as a consolation prize. There is no need to have one, any cabinet minister can deputise for the PM. Same as the title First Secretary of State - basically meaningless.
Yes, the last one was Nick Clegg which kinda proves the role doesn't have any purpose.
