Painting stripes on a wall

I want to paint horizontal stripes on a wall, but I'm not sure of the best way to tackle it. Do I paint the main colour first, the mask over it and do the stripes, or do I do the stripes first, the mask them and paint the base colour. How can I make sure the stripes are even and level and how can I stop the masking tape pulling fresh paint off the wall? Thanks

Apparently you use low tack decorators' tape *bet it's expensive*

Good luck - I wouldn't have the patience.
I did vertical stripes using masking tape. Only for the bottom two feet but it showed every imperfection on the walls. Never again.
