The site does appear to be in breach of the Consumer Contracts Regulations, though, insofar as they don't seem to provide "information about the seller, including their geographical address and contact details and the address and identity of any other trader for whom the trader is acting".

The product itself would also appear to be illegal in the UK.

When a site gets closed down they just open up again within hours with a new but very similar name.
