exactly what it says ,, he fills the stadium
When Beckham plays people will pay to watch him - they may not care about football and would not bother to buy a ticket if Beckham wasn't playing.

I had thought it means he secured a place in the fame hall of world football.

'Gets bums on seats', I think is the usual phrase.
In the theatre it's usually "puts bums on seats" and means exactly the same thing - the show/act/star is popular so people will buy tickets to come and see it/him/her.
