I think there has been a change in tactics.
As these are Public Order Offences (in the main) they will be gathering intelligence and any arrests are made 'after the fact' when the heat has gone out of the situation.

I've been following this on the Clapham Chronicle website.

Chief Superintent Alex Furquaad gave the following reasons for the actions:

1. Because the revellers were all related to MPs and the police were worried about having their funding curtailed?

2. Because revellers had resorted to playing Muse's latest album and the control centre deemed it too dangerous to expose officers to that level of abuse.

3. It was coming up to dinner time.
