Damp kitchen floor

In our kitchen there is vinyl tiling. Recently the tiling in places has been rising up. Underneath the tiles it is damp and the material between the tile and concrete floor is rotten. Could replacing the membrane solve this problem? Also the kitchen is next to the bathroom which doesn't have very good ventilation - could this be a cause or is there something else? Any help / advice would be warmly received - Harj

Could be a pipe leaking causiing the damp. I would get some professional advice.
