Stretchy things

When you can't close the boot for all the stuff you've bought at B&Q, there are stretchy cable things that you can get with hooks at both ends. As a child, we seemed to have dozens of them around the house. I'm trying to find some for an entirely different purpose, but I can't find. What on earth are they called?
