"Or the hood will be used after someone has already spat, by which time it will be too late. " - err, people can spit more than once gromit! If people do spit or threaten it then use the hood, simples.
Apropos the previous video. He was released the next day without charge.

In a separate incident, the Indendent Police Complaints Commission reprimanded 11 Sussex Officers for using a hood on an 11 year old disabled girl.

// Sussex police have been strongly criticised by the force watchdog after an 11-year-old disabled girl was hooded, handcuffed and detained in custody for a total of more than 60 hours.

The girl, known as Child H, suffers from a rare neurological disorder similar to autism that can cause sudden outbursts of anger.

She was placed in handcuffs, leg restraints and a spit hood after being detained on four separate occasions for minor offences between February and March 2012.

Eleven officers and one police staff member were found to have cases to answer for misconduct after an investigation by the Independent Police Complaints Commission (IPCC).

In findings due to be published on Wednesday, the watchdog criticised a “widespread failure by Sussex police officers to document their use of force in relation to Child H” and added: “Using force on a person so young and vulnerable is a grave occurrence that should be treated with the significance it merits.” //

The black youth in the arrest. No spit was found. There was none during filming, and the police admitted there was no spitting during the incident.
The Transport Police said he threatened to spit at them, though the couple deny any such was said. If someone is going to spit, they spit. They do not issue warnings beforehand.
It is currently also under investigation by the IPCC.

Then they need proper guidelines on usage. It does seem like some plods are mis using the hood.
Like Tazers (and the over use of) it is only a matter of time before someone dies while being restrained and a hood fitted. For a crime such as arguing with your girlfriend in public, that is plain crazy.
While tazers and spit hoods have their uses in exception circumstances, they quickly become first resport instead of last resport by the police. Guidelines are often ignored. Tazers are not supposed to be deployed more than once, but there have been many inatances of three or four shocks. The former Aston Villa footballer Dalian Atkinson, was shocked muliple times before dying.

I don't see a problem. If someone's spitting at you it needs to be prevented. Whether they're later released without charge or not is irrelevant. If they're spitting at you they're spitting at you.

As regards them being used on innocent people, yes that will happen. The police will also use their truncheons on innocent people but it doesn't mean we should stop them having truncheons.
The thug in the video admitted the offences and was given a formal police caution, the same evidential standard required for a prosecution to succeed in a conviction.

Spot on Ludwig, and going back in time I would assume the same happened regarding handcuffs, and now we have leg restraints used.
