Does there have to be two policemen present when stopping someone for drink driving or can a single officer make an arrest?

For more on marking an answer as the "Best Answer", please visit our FAQ.Thank you all for your replays .we were in our local pub and a police car pulled into the car park with a single policeman ,one of the locals said that he could not make a drink drive arrest on his own as there had to be two officers .I didn't think that was correct but needed to make sure so I asked on AB.

We are often called into neighbours who get drunk and fall over, we help them up and do what we can to make sure they don't hurt them selves, often though they have gotten hurt and we have to call an ambulance and the crew spend hours sorting them out writing reports etc, one night an ambulance man even cleaned the carpet where one of the drunks had messed herself, and if they are taken to hospital they refuse to have blood tests and as soon as they can walk out and get a taxi home, this happens at least two or three times a month, is there no law to say they do not have to be treated? its all such a waste of time when there could be people who really do need and would appreciate help.
