I saw a Merc. with the number plate JR51 *** and wondered what 'area' J referred to ? However any matrix I look at shows NO area beginning J ??

Maybe it's a private plate, seems to be quite a few JR51 private plates for sale.

It used to relate to Jersey but that was just a J followed by the number.
