satellite surveillance is cheaper - in fact, it's 'free'.

Yes, existing tech, also called choppers or heuys, they are expensive to run ($1000 an hour approx) and unless they have thermal imaging cameras will reply on the pilots eye sight to spot people with ladders.

We have not even mentioned shovel tech yet.
