I want to send a shoe box for the age group 0 - 2 years and have found suitable toys but am baffled as regards sweets. I can't send chocolate and most other sweets I would worry were choking hazards. I thought dolly mixtures for a two year old might be OK. Any ideas?

I agree, I'd think maybe three or four years (and check that parents don't object). I can't really think of edible alternatives, though at that age they'd probably eat cabbage leaves, along with the wrapping paper...
I did think jelly babies or dolly mixture. I think they would be OK for the two year old, maybe younger. If the box went to a baby then the sweets would be taken out anyway I suppose.
