Can a professional tell me why with only 2 mins of a game remaining both the side winning or the side losing will kick the ball giving the other side one last chance to win or retain the ball to win

With 2mins to go if either side is "out of sight" then it matters not one jot if either side kick the ball into touch.
HOWEVER, if, with 2mins to go if the winning side kicks the ball into touch, then that gives the losing side the final play and the chance to score........so why would they do that?.....stupidity.
If the losing side kicks into touch then they have lost all hope of winning.
HOWEVER (again) if the captain of the winning side asks the referee,if kicking it out would signal the end of the game (the final play) and the ref confirms this...then kicking into touch wins the game.
