In reality it depends on how clued up the rental agency are about UK licences and whether they know they should be a paper part as well. And if they care. Ditto if you get stopped by the police should the agency let you rent.
As a matter of interest, I got back from Cyprus eartly this morning. The car rental company I use regularly weren't interested in my wife's plastic licence and wanted ONLY the paper part. personally I don't have a plastic Euro-license, only my good old UK paper one, so it's not a problem I ever face! Like everything else, it depends where you go. The first answers posted here still stand - TECHNICALLY you can't rent without the paper part. The fact is that PRACTICALLY you may well be able to, but I'm not sure where that would leave you in the event of an accident or legal proceedings (should the worst happen).
