I haven't heard that, unless it is a particular scheme by a particular utilities supplier I doubt it very much.

Not true....but if you don't have a meter and live alone, your water company probably has a "single occupier tariff". And there is also the "assessed household charge", which can lower bills dramatically.
Both of these tariffs apply only if you have requested a meter but have been refused (for one of several reasons).
Different suppliers have different names and conditions for the tariffs I've mentioned.

In Scotland if you aren't metered it is paid for as part of your Council Tax unless of course you are exempt from CT.

Pensioners can get a special rate with my water company 'Affinity Water' you have to have a meter but the bill is capped no matter how much you use.
