Why is it seen as some kind of insult in some quarters? Surely if they are advocating measures that are popular then isn't that what they are supposed to do, act on the will of the people?

What "measures" and with popular with who ?

We have seen how Trump promised lots of things, that he couldn't or wouldn't deliver, and he was seen as a populist.

Some people are only happy when they are told what they already believe.

Its called preaching to the converted.
//We have seen how Trump promised lots of things, that he couldn't or wouldn't deliver, and he was seen as a populist.//

Ey? Trump isn't sworn in yet, so how is he able to "deliver" anything? As for believing what they are told. The populist vote didn't believe the luvvies or their lackeys or the pollsters. Despite what they were "told".
It's not necessarily a bad thing. It is good if they are listening to the people. Maybe though at times politicians need to make unpopular decisions based on evidence or judgement or take a longer term or wider view than some supporters with simplistic/blinkered views may want
Togo....Trump lied to his supporters, by telling them things they wanted to hear....that big wall, Hilary in jail, abandoning Obama care, throwing all Muslim people out of America........the list was endless and he has now reneged on them all.
throwing all Muslim people out of America

Got a link to that, I appear to have missed it.
The list was endless? You have mentioned four; perhaps you would care to continue the list...
//Trump lied to his supporters//

Nope Trump lied to his detractors. You , in particular you, don't know what he intends to "do" once the furore dies down.
