What is it and can it play like normal DVDs on a standard DVD player ?

OK, I admit it. I'd never heard of it and I had to google it.

As I read it though, a DVD inside an 'Ultraviolet' pack is just a standard DVD. Similarly, a Blu-Ray disc inside an 'Ultraviolet' pack is just a standard Blu-Ray disc. The 'Ultraviolet' bit refers to what else you get. That's a code which, once registered, will allow you to stream the movie to your phone, tablet or whatever, so that you can view your favourite films without needing any type of physical player.

Brilliant, so i think its safe to buy the 21 & 22 Jump Street off eBay then without worrying that it wont play on the DVD since the one of the discs is a Digital Ultraviolet :)
