I can see more of this. There is talk of a new 30p tax band for Scotland too. Even though the bulk of income tax already comes from higher earners they are an easy target for even more. Taxing the better off seems not unattractive to the 80% of people who don't fall into the higher tax bands and will probably win more votes for the SNP. In time of course it could be counter productive as some of the better off move elsewhere or just don't bother trying to bust a gut or take risks to earn more
