Nothing wrong with Michael Jackson being played by the heroically talent-free Joseph Fiennes (cf. 'Risen').
If Cate can play Bob, then I don't see any reason that Joe can mumble his way through his role as Michael.

But to answer the original question - it's never wrong for a white actor to play a black role whilst there are opportunities for black actors to shine.
This issue we have at the moment is that we have so few green-lit movies like 'Moonlight', 'Birth of a Nation' and (the astonishingly good) 'Hidden Fences', that when people see roles that could easily To taken by non-white actors, people tend to get miffed.
Difficult to get a seat at the table when all the chairs have been taken away.
(I mean...'Noah' for pity's sake).

There is an utterly pointless trend on TV now for current comedians born since 1980 to view clips from '70's TV shows and gasp in horror at how unreconstructed we all were back then.
Except we weren't - we were in our time, and so was our entertainment.
I, and I am sure you, viewed the B & W Minstrels as a Saturday prime time entertainment show, which is exactly what they were. No-one gasped in horror at what they were doing, any more than Victorians thought it was cruel to send little boys up chimneys.
Society moves on - values that were true then may not be true now, and the same will apply in another thirty years.

If you look as later photos of Michael Jackson it would be difficult for a 'Black Man' to portray him accurately. His skin was almost pure white and he had his nose remodelled to remove any hint of an 'afro caribbean look. In later life he simply did not look like a 'black man'.
