It might be because many 'people of colour' who are born and bred in the West feel themselves more aligned to their country of their birth, than to those of their ancestors. Whilst not ignoring their heritage, there is the recognition that they are for example British first and (say) African by heritage. Their primary concerns would be what they face in their own lives, and perhaps a secondarum (albeit important driver would be what is occurring in the countries of their families).
I know that there are people who use the 'dog born in a manger' argument, but the fact is - there are many dogs who see their manger at their home.
