UK WPCs - Misses Mary Allen & E.F.Harburn recruite At Grantham in Nov 1914, and officially sworn in at Hull in May 1915. There were also a few unofficial uniformed volunteers patrolling in 1914.
UK woman driver - Minnie Palmer 1897; first to pass a driving test Vera Hedges Butler, 1900 (in Paris.)

Not sure about parking tickets - first parking restrictiions in London, apart from general offence of obstruction, not till 1930. Fixed penalty parking tickets under RTA 1960 - the first being issued by Traffic Warden Frank Shaw, 19 Sept (the vehicle turned out to belong to a doctor attending an emergency, and the fine was not enforced!)
