We went to Monmouth today. Discovered Budgeon supermarket. It was holding a closing down sale. 75% off everything! There were a lot of empty aisles, some had about a third of shelves half full. I spent £6.98 and got two bags full.
So if anyone is within reach of Monmouth give it a go.

To be somewhat pedantic, Budgens don't actually own any stores. They're all independently run and simply buy their stocks from Budgens and use their brand name for marketing purposes. (Budgens itself is actually part of the wholesaler Bookers, so it's a way for Bookers to ensure that they've got regular retail outlets for the stuff they sell. However Bookers is soon to become part of Tesco anyway).
However the owner of one chain of independent stores (all trading as 'Budgens'), Food Retailer Operations Limited, has gone into administration, resulting in the closure of all their stores (but leaving other Budgens-branded stores, owned by different companies, totally unaffected):
