From online browsing I see that the 'sending' TV needs a SCART socket. Does the 'receiving' TV need one as well?

It will depend on the model.
Most probably the majority of video senders now use RGB connections (via SCART) for both input to the transmitter and output from the receiver.
A few years ago the tendency was for the receiver to output via an RF aerial connector. It may be the case that this version is still available for purchase but may also be more difficult to find.
You need to check the specifications to ensure it will output an RF signal.
