honeysuckle problem

We have a long established honeysuckle along the back wall of our garden. Year after year though, the flowers develop but then either fall off or fail to open. This year there are about half a dozen flowers on ten metres of plant! Does anyone have any ideas what might be the problem?

Honeysuckle likes full sun ..do you prune it back hard in winter to get rid of any woody growth and encourage new shoots?
My first thoughts was that the site may be too dry.
I also have one which I planted about 12 years ago and the flowers seem fewer and smaller in the last 2 or 3 years to what it was like as a younger plant. could it be an age thig, I wonder ?
