what is the best mediam to add to water to make it its most conductive that is not some sort of industrial strength acid with as little to no enaperation as possible

You might concede that, as written, your question is a little difficult to decipher. However, assuming the most reasonable meaning then I would offer that common table salt (NaCl) is an electrolyte, and when this is dissolved in water to form salt water, it becomes sodium ions (Na+) and chlorine ions (Cl-), each of which is a corpuscle that conducts electricity. However, beyond a certain saturation point, additional salt will not increase conductivity... (With thanks to Horiba's Theory of Conductivity)
