Its often said that bullies are often bullied themselves (at home or elsewhere) I think that's a load of botox. Some people...right from childhood...are born selfish, egotistical, morons who will trample on anyone to assert themselves without any thought for the harm they cause. Ive seen it (and was a victim of it) in school. But it carries on unchecked through life. Seen it in school, the home, prison, the workplace, family life etc. Not sure what the answer is.

Certain aspects of bullying may well constitute criminal activity.

There's lots you can do. I'm probably not the best person to talk to though. The person that bullied me at primary school, I punched in the face. She never bullied me again. When my Son was being bullied I spoke to the boy's Mother she was horrified and grounded him for a week. It never happened again and they became best friends
The difficulty with the concept of bullying is actually pinning down what it means.
People who are bullied usually have the additional pressure of being told to 'man up / get a sense of humour / lighten up / stop making a fuss about nothing ... / and similar unhelpful nonsense.
So to try and frame a legal system that can define specific types an levels of bullying is extremely difficult, if not impossible.
Bullying is sadly still a part of modern society, exacerbated to some extent by the rise of social media where keyboard bullies can inflict serious damage from a distance, often on people they have never met.
But legal redress is difficult - I wish I knew what the answer actually is.
Education is my best offer - but that takes money and long-term commitment, to it's never going to happen.
