Some activities defuse a situation whilst others exasperate it. Whilst it ought not be a crime to burn one's book, it ought to be one to attempt to cause civil unrest. It's just common sense it had to be dealt with or there would be more trying to inflame things.
As for the bail issue, that was for a different criminal activity. People do get bailed when there has been no sound reason offered to deny it.
I don't see the point of trying to tie the two news items together.
