18d hood, muffler on one (8) ???r?a?e carriage? it has a hood and a muffler (or at least mine used to) and leonard carriage was a notorious hoodlum who muffled snitches in horrible ways
19a wheel round old vessel (7) ??a?t?r tractor? the old vessel being a rot-cart such as i crossed on with my family -- in cowage (beneath steerage)

I thought the word for wheel was castor. A caster is a sprinkler. If so the clue doesn't work.

Well I've never come across caster used in that sense. I know sugar casters and flour casters but chairs etc. have castors.
