Can Hmrc Seize Your Bank Account Without Notice And Start An Investigation?

OK, situation is ... Ive been seeing this guy for a very short period of time and he tells me last night that HMRC have started an investigation into his business and have put a total block on his business bank account. I know HMRC have heavy powers to do such things but really, without notifying him? He has now texted me today, asking to borrow some money (£50 so no big deal) and I am now wondering/getting suspicious if this 'HMRC have blocked my bank' is some sort of scam and hes just trying to get money out of me (he knows I dont have 'much') or am I being paranoid and HMRC do actually have the powers to do this? I find it very strange that they have effectively stopped him from trading by blocking his bank account without any notice (he cant buy materials for jobs), he cant withdraw money so they are not allowing him to pay rent, buy food, bye fuel etc etc. Can HMRC do this or am I being conned??? Can anyone help please?

Maybe we "innocents" don't know the extent the tax man can throw their weight around, but we can spot a scam when we see one.
This lady says she has only just met this man, but he is already asking her for money.
Surely he has relatives, or close friends who he known for years, that he could ask for money (if it was genuine) not a lady he has just met.
So when I read this question at first the behaviour of HMRC was totally irrelevant, it is just an excuse by this scammer to get money.
And I notice the lady says £50 was "no big deal" but that is how scammers start.
If you are silly enough to give £50 to someone you have just met you are just as likely to give £100, £500, £1000 and so on.
All scammers start small and work up.
It is important to spot a scam as soon as it starts and get out quickly before handing over ANY money.

from a tax point of view it is his own fault for thinking he can trade without taking tax ( er like paying it ) into account
and remember fifty quid is a big deal if you dont have it ( Churchill - half a crown )
at work some co-workers were doing private stuff
and the secretary taking the booking said she was passing on the moolah with a tax thought in the world. She was saying it to the tax man of course and he froze the account for two years until he got his bit.
