Could mean several things, depending on the context.

She could be implying you have the gift of the gab, could talk your way out of anything (or into anything) or use 100 words when 10 will do.

Or she may mean that you express yourself very well.

Usually it's a compliment.

Depending on the context (and voice inflection) it can either be a compliment, i.e., you have the ability to craft phrases and use the language to clearly describe your meaning, or, it can mean that you have the ability, again because of your ability to use words to twist meanings. deflect criticism, or falsely flatter to your advantage that can cause mistrust and possibly dislike of you...
