it's either the Highways Agency (?) or the council I think
I often feel like going out with a pair of shears, but most of them are beside a busy road with no verge.
Good point Wolley.....I see partially obscured signs everywhere, especially at this time of year.
Let's cut all the trees down! Bloomin' things.
the local council, report it on line to them
Highways England is responsible for all roads (including their signage) on this map:

Elsewhere county councils are responsible for most roads.
At one time it was the Farmers job to cut back the trees / Bushes where road signs are positioned, with cut backs it's now left to the famer, what makes you ask Woolley?
So its still the farmers job then TWR?
ive reported to our council road sings not correctly installed and over grown bushes on blind bends that needed cutting back and they have carried out this work so maybe different responsibilities in different regions
signs not sings of course
