Does anyone else remember a late 60s or 70s film with someone like Charlton Heston or Burt Lancaster or similar playing a similar role about a dystopian society where barren couples are assigned a surrogate to pro create with? And it is definitely not the 1990 film with Faye Dunaway and Robert Duvall, any help as it is driving me nuts!

There was a bit of that going on in "A Boy and his Dog"(1975), starring a young Don Johnson.
Set after a nuclear war, he was in the desert and he was lured underground to impregnate all the women.
