That's not true, because the car that's got its lights flashing is most likely to be on the traditional hard shoulder, the leftmost lane. That's what you're trained to do when you break down.
The problem is in introducing a situation in which you put moving traffic in that lane, which goes against the training and experience of most drivers on the road. It creates an environment in which an accident is more likely to take place. If the coach driver isn't in that lane, no problem.
