I find it rather hard to believe a competent barrister wouldn't have had it laughed out of court. Also, who actually pays the damages? There's a reference to "the taxpayer" rather than the ratepayer; but maybe it's an insurance company?
For what it's worth, £12,000 for a flea bite does sound ridiculous; but some of the other compensated incidents may for all I know have caused serious damage.
I wouldn't mind seeing a proper analysis of all this rather than a Mail rant that omits a lot of facts.
