If you are talking about hurricane Irma speeches by a local mayor then I guess the other people represent other organizations who may have to answer questions.

There will be people from the police, army, hospital / medical, weather & hurricane advice groups, electricity and gas and water companies, various support services etc. who can all give advice.

Lets face it, they have no idea what questions they are going to get asekd.
