On the other hand, sinc the USA is likely to be in the forefront of any such attempt, it just raises the possibility that you'd get an Interplanetary President Trump, which wouldn't make the human race any safer.

The moon is a totally hostile environment to virtually every species living on the Earth. We can't breathe there unassisted, there's nothing to shield us from deadly cosmic rays, and the vastly reduced gravity would render our skeleton virtually vestigial after only a few generations.
The cost of such a folly is incalculable, but certainly much less than a UN initiative to wipe North Korea off the face of the earth or, at the very least, get rid of Kim Jong Un. We did it with Saddam Hussein...
