The primary concern should be helping out those affected in Puerto Rico, where apparently devastation to some parts of the island, in particular its power grid, is near-total. In that sense it's difficult to know what to make of Trump's remarkable diversion of going after one of the Island's City Mayors so viciously on Twitter, in response to a plea for further help.
By and large I think Trump has done about as good a job as any president could be expected to do in trying to release funds and lead the emergency effort. It seems, though, that he is only too happy to allow himself to be distracted, and to allow others to be. It's a shame, but even those defenders of Trump have to acknowledge that it takes two to provide such a distraction, and the media certainly wouldn't have had an excuse to report on Trump's twitter ranting if he hadn't actually ranted at San Juan's Mayor.
