My cat is an outdoor cat and he likes the garden

He can climb the big fence to get out because of the cross bars but will he be able to climb back over as there are no cross bars on the other side

You will find, in general, once a cat decides to do something he/she will find a way to achieve its goal. Your cat will manage to get back in one way or another. I hope that he is settling in well. My first weeks with my rescue cat were horrendous but it gets better.

Yes, he will. We regularly have a maniac cat in our garden that can jump up a six foot fence when being ousted by my Staffie.
They have claws, they can climb, trees have no cross bars, walls have no cross bars, it will be fine.
