That would be someone who sexually harasses someone. Like for instance Roy Price (Amazon Studios), Robert Scoble (Tech chief), Chris Savino (Nickelodeon), Terry Richardson (photographer) etc.

But I didn't answer your question. We do have legislation in the UK which means it is a crime to expose yourself to another person in public and makes doing anything which you know, or should know, is harassing to another person, there is nothing that specifically relates to street harassment, particularly verbal harassment, in public places.
"sex pest" is just tabloidese. The laws are here

Or any person in the pub/street/workplace who feels that they have an entitlement to put their hands, inappropriately, on someone else or make someone's life difficult with a campaign of sexual innuendo verbal or otherwise......and there are thousands of them.
I have to ask the question ' is this constant sexual problem inbuilt into the human male psyche?' If so why do only some of us suffer from it ?
