I think he's been a bit over exuberant and crammed too much wordplay into the clue.

What I've done - (I've) clued
Posh -U Penny - P
clued [by setter] + U+p
U+p = "at uni"
That's what Herbage means, two references for 'up' - both aren't needed.
I had what I've done=clue+D(posh penny)+Up=at uni(versity)

I know 'up' means at University.

I read your parse as D = Posh penny.

I may have misunderstood what you meant.
