starting up a small holding?

Hi my father would like to know how he can turn his land into a small holding. Apparently it used to be used as one some years ago but several tenants later it is no more. He has a substantial amount of livestock already barns etc and would like to use the land and animals to make a living from now that he is reaching retirement age, he would like to know what grants etc. are available to him. I do not have the first clue about where to start any information no matter how small would be appreciated.
