Well bednobs, it may be difficult to know that an advance would be unwanted until one picks up one's courage and tries. In our culture, even if the expectations have blurred a little, it is still generally expected that the guy has to express interest in the gal whether they like it or not; or stay single. And a guy not finding the nerve to is unlikely to be attractive to the gals anyway, as they'd be seen to lack confidence.
The defence of 'cultural differences' is spectacularly thin, but it beats 'I am guilty as hell and taking advantage of my position' when you are defending someone in court.
I would suggest that education following suspension is the way forward - that way, the NHS gets to keep a trained doctor, and the publicity may well warn others that this is not the way that medical staff behave, because it is not the way people behave, regardless of their 'cultural differences'.

Practically speaking he has tu turn up in a year at the GMC and show he has kept up all skills despite not being allowed to practise..... ( yup regulators are kinda like that )

Sadly, medical training does not eradicate an inbuilt tendency to behave badly - any more than any other training in any job.
You cannot bar someone from a career for life when the potential for correction and an ongoing potential for correction, and the setting of an example for others is a way forward.
