It's easy to put false numbers into the caller ID system and the one you've seen is clearly an example.
'00' at the front means that it's an international call. The '1' as the third digit means that it's (allegedly) from North America or the Caribbean islands, with the next '2' then reducing the options to the Caribbean alone. However the '3' shows that it's actually an unallocated code, which no island in the area uses.
I had a missed call from an 001 number the other day which might well have been the same scammer who called you.
