The Fitbit can overcount as it interprets some arm movements as steps when they aren't. They both use 3D accelerometers which detect the 'jolts' of steps (or what are perceived as steps) to calculate activity. As with all such things they are supposed to be a guide or an indication of how much one moves throughout a day.
