i have recently bought a 250 watt hps light with the reflector and ballast and im wondering if i can put a 400 watt hps bulb in with this set up , without it blowing up

Unfortunately, although it looks as if this will take up a 400w lamp, there's no definite answer.

I think the ballast has to match the wattage of the bulb, or at least be higher. So you need to swap your one for a 650w ballast or buy a separate 400w capable one.
On second thoughts i assume you should have separate ballasts for each bulb. Your bulbs are different sizes so sending the same current to each bulb doesnt sound right.
