Can someone tell me the best way to paint skirting boards without lifting carpets or getting paint on them.

good old fashioned way i paint mine, is to put an old sheet down on the floor,,,, then i use the paint masking tape and tape that to the sheet at the bottom of the skirting board, and paint away

Try cutting plastic bottles into strips that you can slide between the carpet and the skirting boards.
Leave in place until dry to the touch.
