"They" are the Dingles, and the kidnapped Scott because he is working for their enemy Zoe Tate and caused two of the Dingle clan "Sam" and "Zak" to lose their jobs on the bins.
The Dingles are classed as "baddies" but are likeable and have many friends/allies in the village.
Scott is classed as a "baddie" in a sense because he's working for a local disliked character Zoe Tate, and is generally disliked himself by locals.
Scott wasn't being punished for a crime as such, I suppose it was a "crime" against the Dingle's own law that he crossed them!
